We need to ask why our state and local goverments do not warn people about these bogus plans that hurt the poeple that pay taxed, etc. If you follow the money trail you will find that city and state goverment reap more taxes when the price is set higher than fair market price!! So just get the tar hot and get some chickens plucked..... From a Nebraska over taxed citizen. These people who come up with these plans should be tared and feathered!!
