Position Type: Full-Time; some evening and weekend meetings necessary

Compensation: $110,000-130,000 annually

About Consumers Council of Missouri:

Consumers Council of Missouri works to level the playing field for Missouri consumers. Building on a foundation laid in 1971, we educate consumers statewide and advocate for their collective interests through leadership and partnerships on issues such as utility rates, health care access, personal finance, and emerging issues. We believe that all Missourians should have access to essential utility services including heat, electricity, water, and sewer. We advocate for equity in banking and lending because it drives fair access to homeownership, supports wealth building, and fuels investments in communities. We also believe that everyone in Missouri deserves access to affordable, high-quality healthcare and advocate to protect Medicare and Medicaid.

Position Overview:

The Executive Director (ED) plays a vital role in leading and managing the Consumers Council of Missouri (CCM). Reporting to the CCM Board of Directors, the ED serves as CCM's representative, ensuring the organization fulfills its mission in advocating for consumer interests statewide, particularly in areas such as utility rates, healthcare access, and personal finance. The ED oversees daily operations, drives strategic initiatives, manages staff, and fosters key relationships with stakeholders, legislators, and the public to promote consumer education, awareness, affordability, and protection.

 

Key Responsibilities

Leadership & Strategy:

  • Provide strategic direction and leadership to ensure alignment with CCM’s mission, vision, and values.
  • Coordinate the development and implementation of long-term strategies to enhance consumer protection and advocacy.
  • Represent CCM as the primary spokesperson at public events, in the media, and with key stakeholders.
  • Lead local, state, and national advocacy efforts to influence policy and safeguard consumer rights.

Operations & Management:

  • Oversee all daily operations, including program development, budgeting, staffing, and organizational growth.
  • Manage a dedicated team, fostering collaboration, innovation, and accountability within the organization.
  • Implement efficient operational systems to ensure smooth execution of all programs and services.
  • Regularly evaluate program outcomes to ensure impact and continuous improvement.

Financial Management & Fundraising:

  • Develop and oversee the annual budget with the CCM Finance Committee and Board, ensuring financial responsibility and sustainability.
  • Pursue diverse revenue streams, including grants, donations, and fundraising events, to support CCM’s mission.
  • Cultivate relationships with donors, foundations, and funding agencies to secure long-term financial support.
  • Propose, coordinate, and implement fundraising plans in conjunction with the Board and fundraising committee.
  • Administer fundraising records, develop and submit grant proposals, and manage relationships with funding agencies.

Public Policy & Advocacy:

  • Coordinate the organization’s advocacy efforts and mobilize grassroots campaigns with staff and legal counsel.
  • Build and maintain strong relationships with elected officials, government agencies, and other advocacy organizations.
  • Ensure that CCM’s policy positions are based on research, data, and the needs of Missouri consumers.
  • Collaborate with CCM’s legal counsel to actively participate in rate case interventions, utility meetings, legislative hearings, and other advocacy efforts.

Communications & Outreach:

  • Develop and execute communication strategies to raise awareness about consumer issues, CCM’s programs, and advocacy efforts.
  • Engage with the media to ensure the organization’s message reaches a broad audience.
  • Maintain communication with members, consumers, and stakeholders to keep them informed and motivated to support CCM’s mission.
  • Oversee the design, marketing, and promotion of CCM's printed materials and social media presence.
  • Work with vendors and volunteers to maintain the website, email system, and social media platforms.

 Governance & Board Support:

  • Provide support to the operations of the Board of Directors and its committees, ensuring that the Board is fully informed of the organization's condition.
  • Prepare agendas, materials, and reports for periodic board meetings.
  • Implement plans and policies authorized by the Board of Directors.
  • Collaborate with the President and Board Nominating Committee to expand and develop the Board.
  • Assist in reviewing and providing input on the budget and monthly financial reports, in conjunction with the Board Treasurer.
  • Ensure the maintenance, organization, and update of all organizational records.

Staff & Grant Management:

  • Direct and oversee employed and contracted staff, ensuring alignment with organizational goals.
  • Manage all work required by CCM grants, ensuring compliance and implementation of activities.
  • Identify, recruit, and oversee interns and practicum students to expand CCM’s capacity.
  • Ensure the efficient execution of grant-related activities and maintain relationships with funding agencies.

Community Engagement & Event Coordination:

  • Represent CCM at community organizations and events as directed by the Board of Directors.
  • Coordinate the design, promotion, and execution of CCM’s events and public engagements.

Legal & Compliance:

  • Work closely with CCM's legal counsel to ensure compliance with federal and state regulations and participate in advocacy efforts such as rate cases and legislative hearings.
  • Prepare and execute official correspondence and legal documents in collaboration with the Board’s executive committee and designated others.
  • Ensure timely and accurate federal and state tax filings in coordination with the Board Treasurer and designated accountants.

 

Preferred Qualifications

  • Proven leadership experience in nonprofit management, consumer advocacy, or related fields.
  • Strong understanding of public policy, advocacy strategies, consumer protection issues, and the political landscape in Missouri.
  • Excellent financial management skills, with experience developing and overseeing budgets, fundraising, and securing grants.
  • Strong communication, interpersonal, and public speaking skills.
  • Ability to work collaboratively with diverse stakeholders, including staff, board members, legislators, and the public.
  • Strategic thinking and problem-solving skills with a focus on organizational growth and impact.
  • Willingness to travel within Missouri to enhance CCM’s statewide presence and efficacy.
  • Master’s degree or equivalent experience preferred.

 

Work Location, Travel, Relocation Details

This position requires frequent interaction with staff members located at an existing regional office in St. Louis City but may be based anywhere in Missouri. Occasional evening and weekend hours and frequent travel will be necessary to build relationships and collaboration with our board of directors, donors, local and state government officials, community advisory groups, and our statewide membership. A relocation stipend is available.

Outreach Advocate - Medical Debt Project

Job Title: Outreach Advocate - Medical Debt Project

Reports To: Project Director; works closely with CCM Director of Advocacy and their team

Position Type: Part-Time (20 hours a week), with ability to attend weekend and evening community meetings. This position is based in St. Louis, MO, with some flexibility for hybrid work and some in-state travel requirements.

Compensation: $25 per hour with generous PTO policy and paid holidays.

What is the Medical Debt Project: The Medical Debt Project is a new initiative of CCM focused on consumer protection within the healthcare system. The project builds on grassroots research into medical debt lawsuits and aims to expand understanding of healthcare debt collection, support individuals impacted by medical financial harm, and drive systems change through research, policy, and community advocacy.

Position Summary: The Outreach Advocate will support the Medical Debt Project’s statewide efforts to reduce the harms of medical debt through community engagement, coalition building, and public education. This role involves relationship-building with individuals and organizations, facilitating public presentations, supporting advocacy efforts, and helping collect and analyze stories of lived experience.

Primary Responsibilities:

  • Community Engagement & Coalition Support
    • Build and maintain relationships with community members and local organizations, especially in parts of Missouri most impacted by medical debt.
    • Assist with organizing community events, listening sessions, and outreach activities.
  • Public Campaigns & Representation
    • Represent the Medical Debt Project at public forums, community meetings, and advocacy events.
    • Support the planning and implementation of public awareness campaigns.
    • Advocate for consumer rights through public testimony, media engagement, and legislative hearings
  • Monitoring & Reporting
    • Help collect and organize community member stories for use in policy, research, and media work, using qualitative data analysis to look at trends across the state.
    • Assist with tracking medical debt lawsuits and relevant policy developments.

Desired Skills & Qualifications:

  • Strong communication and interpersonal skills, including proficiency in public speaking and media relations.
  • Experience with grassroots mobilization, coalition-building, and stakeholder and community member engagement.

  • Content Creation & Management: Develop and publish engaging social media content that communicates the goals and activities of the Project and other medical debt advocates.
  • Constituent Engagement: Cultivate and maintain digital relationships with community members, partner organizations, and supporters.
  • Public Engagement: Assist in the planning and execution of digital campaigns to educate the public on medical debt in Missouri and inspire meaningful action and engagement.
  • Storytelling & Amplification: When appropriate, collaborate with impacted individuals to share their experiences with medical debt and elevate community voices.

Desired Skills & Qualifications:

  • Proven track record in social media management, content creation, and grassroots mobilization.
