Ameren rates will be going up. The question is: Who will pay, and how much?

The state authorized Ameren last month to raise rates enough to boost revenue by nearly 9% or about $220 million a year. The parties discussed at a hearing on Thursday how to divide the costs between residential and industrial customers.

“It’s just a matter of how do you split the pie,” said John Coffman, a lawyer who advocates on utility issues for the Consumers Council of Missouri, describing the case ahead of the hearing. “That’s the one main issue that has not been resolved.”

The increases will take effect Feb. 28.

Missouri regulators, worried Spire is stoking fear, order the company to write letter to customers

The PSC’s motion Thursday said that Spire’s recent messaging to its regional customers — including emails and letters sent with bills — “appear to reflect an attempt by Spire to mobilize public opinion, through fear, in order to potentially pressure federal authorities” “We have heard a lot of fearmongering lately, much of it coming from Spire, itself, that residents of St. Louis are going to lose their natural gas service this winter,” FERC Chairman Richard Glick said at the meeting. “I think it’s time to turn down the rhetoric and examine the facts.”

Utility rates could increase for more than 1 million Missouri customers next year

Low-income households, particularly in communities of color, spend a greater share of their income on utilities, according to several research studies. A report from the American Council for an Energy-Efficient Economy, for instance, found Black households spend 43% more on energy costs than white households.

“Why does the bottom line have to affect people of low income the most? The cost is rolling directly down to consumers from low-income, predominantly Black and brown communities.”

Virtual public hearings in Ameren Missouri’s rate case will be held from Oct. 5 to 8.

Ameren Missouri has requested a rate increase! Register today for a virtual public hearing to make public comments on how it would impact you!

According to Ameren Missouri:

  • The adjustment in base rates would mean electric rates for an average residential electric customer (based on approximately 1,029 kilowatt-hours of usage per month) would increase by approximately $12 a month.
  • The adjustment in base rates would mean natural gas rates would increase for an average residential customer by approximately $4 a month.

Spire has requested a rate increase! Register today for a virtual public hearing to make public comments on how it would impact you

The Spire natural gas utility is requesting an annual rate increase of over $100 million for the delivery of gas to its customers.

Consumers Council believes that this request is too high, and doesn’t take into account the economic impact suffered by most consumers due to the recent pandemic.

Spire is asking that consumers pay a fixed fee of $20.00 each month for its Eastern Missouri territory, and $22.00 more for Western Missouri consumers. This fee would be unavoidable by conservation must be paid each month before any natural gas is used in your home.

Consumers Council believes that higher fixed rate charges hurt those most energy burdened, and low use customers, including many elderly customers.

A higher fixed rate also reduces consumer’s ability to control their utility bills by using less.

Consumers Council and Legal Aid of Eastern Missouri have requested that Spire implement more effective assistance programs for vulnerable customers and a more user-friendly registry for customers with medical issues. Their current registry system only registers a fraction of those with medical needs.

Meet the New Executive Director

I am Jacqueline Hutchinson, and very excited to be the new Executive Director for Consumers Council of Missouri. I have also served as a board member of Consumers Council since 2008, and stepped down as board chair to serve our community in this position. I am excited to be able to help fulfill the mission of CCM and achieve equity for Missouri Consumers.

For more than forty years, I have given a voice to low-income consumers by being actively involved in utility policy advocacy, personal finance and health issues that impact the lives of low-income families and the elderly. I have recently retired as VP of Operations for People’s Community Action Corporation of St. Louis.

My work has included implementing programs to protect the health and safety of low-
income families, and advocating for families by working collaboratively with other community leader, provide testimony in utility rate cases, cold weather rule proceeding and any other utility cases; working collaboratively to build affordability programs that decrease energy burden; working for equal access to banking products and services, and educating the public on the health impact on families who can least afford to meet their basic needs.

I haves a BS in Business Administration from Washington University in St. Louis; and MS in Policy Analysis, from Southern Illinois University in Edwardsville IL
